It’s probably worth at least taking a good look at the port down there, perhaps there actually is some type of pass-through device installed. Probably still unrelated to the problems you are having, but maybe there really is something there. The dealer I used to work for would install “LoJack” on every new and used car and it used a pass through OBD connector. I’ve probably done hundreds of them.
This totally sounds realistic, thank you! Going to ask them if they see a pass-through and have them remove if that is somehow mysteriously holding them up. If they won’t touch it I’ll drive down there and remove it myself, should this end up being the case.

I was reading the CANBUS thread on here and someone mentions a second, 4 wire connector with CANBUS data near the OBD2 port. Perhaps this is what the dealer was referring to? It doesn't sound like it's an accessible/readable port but who knows what the prior owner did...
