It's by throttle opening and it is in reduction to power. -10% will roughly reduce the overall power 10%. It's also equal to roughly 1/2" pulley change. 5% is closer to 1/4". So it simulates power per gear as if you changed the pulley. The PCM is torque based, our torque model is pretty spot on so it's rather accurate.
