After all the issues he had - I don't blame him.

As far as this deal - IME, it can be caused by two things. First is a synchro going bad - which is usually identifiable with some slight grinding and dirtier than normal oil. The second way is a TOB going out on you. The symptom for this, IME, has been me struggling with shifts - for me, it was most commonly third gear--when at higher RPMs. Basically what's happening is the clutch isn't full engaging/disengaging in the time windows you'er used to, so it it starts to get "finicky" when it goes it. I found if I slowed down or made sure my shifts were extra crispy, I could drive around it for a while. But it always showed up as a TOB for me.
Could it be from back pressure from one valve being closed in the exhaust and one not ? Because my right muffler motor failed and freely spins

It hasn't happened since but I only drove it another 2-3 times before storing it for winter. But it was exactly as others had described and it was like it wouldn't rev when stabbing the throttle. Other than that, no issues and drove fine.

You might want to look at a gas pedal pad extension cover. Then when trying to blip while braking before you down shift its not as awkward to push or roll your foot over both pedals.

Photo attached is what I had on my 05 Mustang GT

Perfect set up to roll your right foot over to blip the throttle. Just be careful not to hit the throttle when you want only the brakes!

Registered here for this thread to report on the same issue that the OP and others have stated.

My 2019 GT350R exhibits the same behavior as others have described with what I will call an issue in throttle response when shifting from 3rd to 2nd and blipping the throttle to rev-match.

This is unrelated to driver experience in heal toe and downshift rev matching.

In my experience when attempting to rev-match while going from 3rd to 2nd, the throttle input does not get registered to the expected value of RPM rise relative to the amount of travel of the pedal. What I typically have to do is release the accelerator and re-apply the same pressure a second time which then properly registers and allows for the blip / rev-match.

I have owned several manual transmission vehicles and this is the first time I have seen this type of issue. It's unclear if this is throttle position sensor related, a calibration issue, throttle body issue, or ECU issue.

At this point, there are several people here reporting on the same behavior and it does not appear to be an isolated incident or user error. My assumption is this is a more widespread issue and has not been well reported.
