Any ideas why this is rusting? (and how to remove)

Appreciate the advice (my first instinct is to spray WD40 on it and use a tooth brush). Note, it was there when I had the OEM PP wheels. It seems like water is getting trapped and there is galvanic corrosion between the OEM wheel (which is cast alum) and the wheel hub (iron?)

It is mostly classic oxidation rust, though there's a small amount of galvanic corrosion between the wheel and hub too (which is why anti-seize is a good idea). You can get it off with a wire wheel. The hub is iron.

I just removed my vmb7s after a week and noticed one of my rear wheels had this burnt on rust/oil around the lug holes back side surface. Tried washing it off but no go. I thought at first it had to do with heat or wheel slip of some kind. Looks like this may be the case. Never noticed rust on the hub though.

Rusted rotor hats are a common problem on a lot of cars. Some people will clean and then put high temp paint on them. After market wheels tend to show this ugliness more since they usually have a more open spoke design.
