Yeah, I just try to always spin it around and think of the other side before being uber annoyed by towing. All of these lots (even the ones with people watching) have to have clear notices. In your apartment scenario, think of being an owner, who has to run an errand on a weekend. And then comes back to their home and can't find parking. That would be super annoying. I used to live in some ghetto apartments with lots of college parties. It would suck to come back at 4am after working a 10-12 hour shift that ran late and not be able to find parking within several buildings of my apartment. If the garage is filling up, it's definitely cause to start telling people who don't live there to park elsewhere.

We've had some of those arrangements here, too. The problem with those, and the reason they don't usually stick around long is that there are always exceptions. The "scout" doesn't know anything about the vehicle/driver and it ultimately ends up in too many wrongful tows that end up in small claims court. The driver was legitimately parked, the business won't reimburse the driver the price of a tow that it never authorized, and the towing company won't freely admit they are the party in the wrong and release the car until they get paid... You'll notice their rates are usually set to be cheaper than a trip to small claims.

So another question for the permit gallery, if I got an old school steering wheel lock and put my front wheels at full lock Everytime I park and locked them that way would that add to the difficultly of towing the car?

@DrGrabster , I've been booted before elsewhere, it sucks, especially since they were very predatory about it and waiting in the lot, and going to tow my car if I didn't immediately pay the boot fee. They had at least 5 other people at the same time as me booted, and others were much more aggressive about it. But it only cost half as much as being towed to resolve. Was especially shitty since it was an over-sized lot for a few small stores (hoagie shop, mail store, pizza shop) and I had bought something from the mail store but had to run across the street for literally 5 mins for something else which is when I got clamped.
So.... you are saying the person who unlocked the boot had instructions to charge you when you were holding a receipt from a business where you parked with a time stamp just 5 minutes old?
