There are 196 cars that have been "Produced" that have not been "Released for Shipment".

Edit:
I forgot to factor in the 27 cars that have a questionable status of Received/In Production.
The status should be Received/Awaiting Shipment.

This would increase the total cars to 223.

Only 2 of the cars that have been Shipped Rail are members cars, 0729 & 0740.
