Why not work with a dealer to place an order for exactly what you want? Might not be able to negotiate quite as much as taking it right off the lot, but they should still work with you. Then you're not compromising.
This^^^^^ I ordered my ‘17 and got it built exactly the way I wanted it.

Check Fairway Ford Yorba Linda CA last I checked they had the cars you want in the colors you want just no nickel wheels

unfortunately I am in North Carolina, so Yorba Linda is a bit far.

I may go the order route. I did the Ford build/inventory search and I was bombarded by dealers trying to sell vehicles not even close to my specs.

I am coming from a G37 sport sedan - so the big brakes and tighter suspension are a must for me in the performance pack. I can give up the nickel wheels as those are the easiest to replace. I really like the HRE flow form wheels CJ Pony Parts put on theirs.

I will have to order anyway too, for all the 3 last years I could never find a GT/CS with ACC near me, and on like cars. com it was an avg of only 2-3 nationwide at a time with ACC + GT/CS + BLIS + NAV. and in wrong color. Now with the 2018 I am not seeing any 401A yet and let alone any Safety Package ones near. I have yet to even see a PP with Magneride, so far only PP minus magneride, but I am not looking for PP though.

Well in most cases the options I just want end up being on the completely loaded cars that a dealer decided to get and the MSRP is now way to high. But in other markets, I have seen cars (not a mustang) that I liked, but with every option ticked, yet I needed only specific options ticked and no panorama roof, and they were deeply discounted even below the MSRP of just my specs, but always had the panorama roof anyway...

I think you'll have a hard time finding the PP with nickel wheels. Ford never even bothered to put it on the build and price. You might try the "let us find it for you" feature on their site. If there's no luck with that you've got just a few weeks left to order if you want an '18. Get Xplan and order what you want.
Looms ford in silver springs has several with the 19” performance pack nickel wheels on the lot. Search their inventory.

Go locate your color/options on the Ford website, I used that to find what I was looking for and made the choice to wait 5-6 weeks for what was “On Order” or purchase what I found locally now without a few minor options. It was definitely difficult to find all options once I chose the 401a pkg on a GTPP.

In the end, I scaraficed the Active Valve and Shaker Audio options, and chose my alternate color “Magnetic” as opposed to the Black/Black combination.

The car is amazing, I would NOT let anyone sell me on giving up the 10 speed auto/Ride Dampening/401a pkg or the GTPP pkg, those are a must and good bang for the $$$!! Don’t get into a buyers remorse situation, if you can’t find the car than place an order.

I had the same issue with my CS, wanted all the tech, and my dealer could only find CS without the ACC.
So he got me a price for a brand new (special order, factory build) got me a brilliant deal, only $200 more for the ACC with every feature you could have on the CS, still don't know how he got it so cheap
and i am in the UK :D

I've also been very frustrated shopping for a 18 GT. I want a GT Premium in lightning blue with Bliss, A10, Shaker, Active exhaust, 3.55's and the 19' polished wheels. Just about all the GT premiums around me have Nav (who needs this crap when Car play is available) and 20' wheels. I'm also dumbfounded why almost none of the cars have active exhaust it seems like a huge selling point to me.
