Yes, JLT CAI will improve overall performance and lower your 1/4 time (if you can launch...lol)
Here is my 1/4 mile slip from 12/19/15. Air temp 55F and DA -597ft. Tune, Catback and stock tires.
And here is another 1/4 mile slip from today 04/09/16. Air temp 71F and DA 661ft. Tune, Catback, JLT CAI and stock tires.
Yes, today I ran 0.095 slower which is pretty reasonable with this weather. But take a look at the trap speed and 60' from today's slip. Trap speed improved, not by much but still improved. 60' today is terrible and if I can get it down to 2.0 I can see times such as 13.4 (not bad for V6). In fact I did get my 60' down to 2.0 today but I missed 2nd gear and end up running 14.6 (I know, I know I got over excited with decent launch lol). Numbers don't lie, JLT made my car perform better and I will be back for low 13s once weather gets colder and hopefully by that time I will have some drag radials.
