I have heard rumors of this but ford does not produce any documentation saying the car cannot have full power until broken in. Ford also says there is no break-in period at all anywhere in the manual or documentation.

Oil has a shelf life. Most oil is about 6-10K miles for full synthetic but only 6 months to 1-year shelf life. If its a garage queen you should be keeping track of the time.
Check your compression I bet 1 of your cylinders is bad. These cars don't consume oil like that. If you don't see a puddle on the garage floor the leak isn't the source of the oil consumption. Why the pan is leaking I don't know should never have to reseal an oil pan unless someone took it off...

As mentioned before breaking it in a bit then if it persists take it in. Make sure the E-brake is fully off. Also, a throttle controller will hide this. :D

From my understanding, all engines are broken in before they are shipped out and installed. Not sure where I read that about production cars. Not sure about a replacement engine.
