I had the same question on my Mach 1 and it was the consensus of the Mach 1 group that it is a drain hole. The few folks that looked did not have fasteners in that spot.

I have never checked on the Mach 1 because it never crossed my mind to do so.

I have the same oil separator part number as you. I have not installed it yet, but based on posts on Mustang6G, this is the correct unit for the Mach 1. Attached is the installation pdf from Ford Performance that shows how to mount the bracket.
