Looks more like ecoat than primer, awfully dark to be a primer for such a light color. And to me that looks like sealer (or some sort of foreign material) under paint, not a clear coat drip. But its hard to tell from the photos.

The second pic looks like paint delamination. The first pic appears to be foreign material under the paint, possibly some sort of sealer or adhesive. I would absolutely have the delamination problem fixed because that will only grow larger. The foreign material in paint? Gotta ask yourself...
