It's really easy to diagnose. Bore scoping is a simple process. It's also easy for Ford to ask for proof, so I doubt it's the dealer pulling one over. I doubt Ford has a fix because they haven't even acknowledged the issue.
That's the way it should be. Checking the oil on a motor that just ran is going to have misleading reading. If the dipstick reads low after only 10% is "missing", then that 10% is probably still covering the rest of the internals.

Are you sticking with coyote? Your best choice may be to buy the internals and have a good local machine shop put it together. As far as I can find, there is no Ford built coyote crate motor with forged internals right now.
