The steering shaft is collapsible for safety reasons. It allows the front of the car to be able to crumple and not force the steering wheel into the driver. The situation with your headers sucks, good luck with getting them to work.

It would be best to replace the rotors after you find the source of brake binding. Overheating the rotors causes hard spots that can’t be machined out.
You’ll need to disassemble everything and inspect thoroughly.
I would make sure the caliper pins slide smoothly, the brake pads move smoothly...
Are the brakes staying applied in the rear? Are the brake pads able to slide smoothly since you greased them? If so, it’s possible that the rear caliper pistons are seized. With the rear wheels off the ground and the transmission in neutral both wheels should spin freely.
