I honestly don't understand this.
What don't you understand? It costs more to make the cars compliant, so Ford only sells Cali emission cars in states that require it...

2. If you get pulled over, just tell the truth, and that you plan to rectify the situation as soon as possible. Unless someone pissed in the cop's Wheaties, you should be fine.

You mean... not registering a car? Seriously?

Not sure where you live, but where I live cops go around to parked cars at night or while people are at work, checking on the registration and inspection stickers in the windows... I've gotten tickets for both having been expired before.

No... God No... I thought you were talking about registering out of state.

Oh, registering out of state. Yeah, that should actually be fine; I don't think a cop would give you too many problems about that at all. I know somebody who's been driving a Michigan-registered car in New York for the last 18 years. As long as the mailing address in the other state is current (in that case, she goes to Michigan once every two or three years), it shouldn't be a problem.

The following types of vehicles aren’t required to be certified to California emission standards:

  • Previously-registered vehicles with more than 7,500 miles at the time of sale.
  • Vehicles purchased by a nonresident before establishing residency in the state of Washington, regardless of the mileage on the vehicle.
These are the two that apply to me... I can go either route if i register in Utah I'll save $700 if not i have to pay that out of pocket to the DMV here. But once I hit 7,500 miles i can transfer the title to WA. Gunna check on the fee for that but when i did my truck it was $150... still saves me a chunk of change... Intake/tuner maybe? haha

I'm not giving you legal advice here, but... the way I read that first part, "Previously-registered vehicles with more than 7,500 miles at the time of sale"... would imply that you can't just wait until you get to 7,500 and re-register the car; you'd have to transfer the title to a different person who'd be purchasing the car, so that it would have more than 7,500 miles "at the time of sale." You could transfer the car from, say, your own name to your wife's name, but since it would have to be a "sale," you'd have to pay transfer tax on the full market value of the car... at least in New York, you can't do $1 title transfers between family members until cars are at least 10 years old.

But you can do "Gifts" to family members. I'm going to the DMV right now to clarify things but you do bring up a good point! Wording on laws are tricky.. haha. I was just told that from the lady at the DMV. Also she told me they never received the title for 2 months but when i called complaining saying the dealer mailed it a month ago with a signature required they manically found it at another desk... So the level of competence i'm dealing with at that DMV can speak for itself. So I'm gunna go down there and ask for a manager to get answers i can actually use.

WA Drivers license was issued 12-30-14 I bought the car 12-24-14... so I can say i didn't move to WA until after i bought the car...

Yup WA and OR joined Californias Emissions rule all together about 5 years ago now. West coast alliance between the states. But since you moved here after you bought the car you should be able to wangle the exception.

ya... but dont want to pay the 9.5% sales tax Utah is only 6% and already financed with the loan... if i can get away with registering it in Utah I think I'm going to go that route... then i can buy CAI/Tuner haha. we'll see what the DMV has to say

I'm in WA state. All new vehicles sold in WA since 2009 have required CA emissions. It is illegal for a WA dealership to sell a new vehicle without CA emissions to a WA resident (or anyone else in a CA emission state). Since Trent W bought his Mustang in Utah using his Utah address, his dealer in Utah did nothing wrong.
