It’s a Sealey tool if anyone is interested (you can see the name easily on the full video) so it should be reasonably cheap and readily available - Machine Mart is a big Sealey reseller.
Personally I don’t have one, I don’t really see the point - you’ve got a good idea what condition your tyres are in, long before running them to the legal limits where parts of mm’s suddenly become important. I understand why the garage needs to be ‘accurate’
If you want to, just by a digital vernier - much more universal and it will still do that job if needed (and I have one of those) A cheap one from Aldi or Lidl is a great tool to have in your collection and probably good enough for 99% of home usage
