Anybody have issues with the windsheild wipers only working on high? I was wondering if there was a seperate relay for the lower settings? The wipers work when you push the switch down and it comes on at a lower speed so it makes me believe it's not the motor. Thanks!

Can't speak to personal experience with the Mustang but when the wipers went wonky on my Edge replacing the wiper stalk fixed it.
The repair was easy, just remove the plastic trim and two bolts held it in place. I'd not expect the Mustang to be much different.

Do you have access to Forscan?
I'm positive the SCCM (Steering Column Control Module) has the stalks integrated and it sends command to the can bus.

Hook the car to Forscan and then check the stalks work correctly by analyzing the PIDs.
If the stalks are ok, try to actuate them via Forscan. If they don't work, check if they are receiving current when actuated.

Then you'll know if it's the motor, the module (I believe is the BMC that commands them but you'll have to check the wiring schematics) or the wiring.

Hello; Not sure if my experience applies to a Ford but had a similar experience with a GM product. May be that in a similar vein to shared 10-speed transmissions car companies use similar products such as wiper parts.
The wipers on a chevy truck only worked on high speed. I suspect this is a default failure mode of the control module circuits. There was a module filled with a chip and other electronics attached to the wiper motor. I got a junkyard motor plus that module s they would not sell the module alone. Replaced the module onto the original wiper motor assembly. The wipers have worked normally for a few years now.
