So I've never bought springs for a car before so I have a question for the people who know about these things. I can get a set right now that lowers the car 1.3" for $200, or I can pay $250 for a set that lowers it 1.5", is that .2 of an inch visually noticeable, for the $50 extra??

Depends how low you want your car. Keep in mind that the lower you go, the more likely you will need camber/caster adjustments meaning extra parts to get back to oem specs.
