While a bone stock car likely won't see huge gains with an intake, I definitely don't feel the same way about there not being room for improvement. Ford did a good job hitting all of their targets, but with any factory engineered part it's about tradeoffs.

It's likely in that order too. The big key is when you tune them, you need as much airflow as you can get. Trust me, there will be plenty of gains from an intake on these cars.
That's very accurate. Being in the auto industry, I can say that if their goal is 300 HP and the design of the intake gives 300 HP exact and is limiting above that, they will have NO problem going ahead and designing to that specification. Just as long as it meets their design requirements (emissions, durability, NVH [which has become huge lately]), they won't design a part with extra performance left on the table typically. Tuning is different, as many different environments must be taken into an account (this car must be able to run in the dead cold of winter in Alaska but also perform during the hot days in Texas and Florida) which can leave MUCH on the table in terms of boosting performance depending on where you live.
