What's this noise from the console area?

Today I notice a repetitive noise coming from the center console area. It's very quiet and may have always been there, although the video makes it should really loud! (like 10 times louder than it really is!)

It's there when the engine is running and when I switch off, with the console still live. On the video it sounds like a relay / solenoid trying to start a motor, then stopping and then trying again. It seems to be coming from behind the heater controls.

Check the cup holders and the DC plug.

I get that every so often. Really annoying but then again I have 300K on the odometer. I once wedged a brown paper bag in the space between the steering column and the dash. Did this while driving and hearing the noise. It muffled the noise.
