It's the emergency braking chute deployment handle. This means that the chute will not work under extreme braking. It's now a warranty matter in my opinion .....so get back to the local dealer but don't be surprised if they don't believe you at first. Stand your ground and refuse to leave until it's fixed.

Or it may be a random piece of plastic of course, but can you take the risk?
