What is this foam behind lower grille?

I have the Ford Performance Bullitt style upper and lower grille kit installed.

Does anyone know what this foam piece is behind the lower grille? There is a cutout or relief dead center for some sort of plastic thingy that is immobile behind the bumper.

Seems odd to have this foam hanging down, blocking some airflow through the lower grille.

I have to wonder if the tech installed the "low speed crash insert" upside down when he reassembled the bumper? There is a white label on the top, right of foam that is currently upside down...

Can/should it be removed?

Attached are two examples I studied. You could be right about the section being upside down and/or packing materials still in-place.

Notice in each of these examples how, at the lower end of the bottom opening, there should be a black lip or semi-restriction there. The upper end of the lower section is open.

Regarding the foam, ya, should not be there.

I would return to the installer to discuss and correct.

Haha, yeah, not really up to speed on all the automotive jargon. I figured I'd use a lay description.
I hear it all the time in my dental practice from patients...
"Are you going to use that drill-thingy in my mouth today?"
Or
"You must have had to study a long time to learn how to use all these thingies attached to that spit-bowl thingy!"
Perhaps it's a Canadian thing-y lol (see what I did there?). 🤣
