Something around that yes. I think mine stays at 14.6. I believe the car is able to change the voltage depending on usage and battery demands through its battery management software.

I've seen mine read up to 14.7 V, so I think it's "normal", but it does suggest that your battery is kind of low on juice. If you drive for a longer period and charge the battery, the indicated charging voltage should come down.
