Good point. My car is still at the dealership, and I did ask them to check ;)
On Barrett Parkway in Kennesaw, GA, there is a section of road that is really rough, and the tar in that area almost looks like it 'moves'. So, that makes sense what you're suggesting...

I don't think that's the tire being melted. Looks more like there was some tar on it. It takes quite a bit of heat to actually melt a tire to liquid form. Look on the bottom of the tire and see if there's a corresponding flat spot.
