The analogy works better if the new horses are more expensive and short-lived compared to the previous horses.

Oh, and like when horses were used for transportation, people who live in apartments are left out. They have to walk or use public transportation.

Pretty sure decisions like these are reached due to insurance cost and a track's limited ability to deal with an EV fire. Not all track day groups are funded/insured to the same level. Not all tracks have the same safety infrastructure. Nobody in the business of putting on track events would turn away paying customers without good reason.

Frankly the street cars that populate the paddock at a typical HPDE can be a PITA if they catch fire.
I was at an SCCA Majors event in 2021 that had a B Spec Nissan Sentra catch on fire. It took FOREVER to get that thing under control once the fire involved the cars plastic bits. Not at all like a stripped out race car that has a fire system, fuel cell and a lot less stuff to burn.
