Strange voice message behavior

When I get an incoming VM, my phone and the H/U both want to handle it. If the phone gets answered, when I'm done, the H/U insists on asking me what I want to do with it. Kind of like a child that insists on participating even though the adults are done talking.
Does anyone else have this problem? Is there a fix to make one or the other handle the message?
The phone is a Lumia 950 with Windows 10.
