I notice RPMs drop very slowly when the car is cold. When I'm just slowly leaving my neighborhood in the morning, it messes up my timing for shifting smoothly.

My previous MT cars all dropped faster when cold.

Is this some kind of emissions / warmup thing?

Yes, it is emission related. The ecu is trying to heat the cats up so they operate more efficiently.

Let idle for 30 seconds also till the rpm drops around 1000 rpm.
Usually on colder engine, the throttle body opens a bit more than a warm engine so the rpm will drop a bit slower.
