From my dealer via his Ford Rep...

"" So far Mustang is still not pulling Retail units. It could happen soon and then again, it could be a month from now before they start to schedule. Once the OK to Buy comes through the system they should start pulling Retails. I will keep an eye on them but there is nothing we can do at this time. Sorry!"

One thing they can and should do is make sure your order is a priority 10.
