What heat-shield are you referring to?

Can you show us some pictures?

I'd love to understand what you're asking about.

It's really simple to take it off. You can have it off in a minute or 2. I had to remove it when i installed my roush vents. I used a fastener removal tool to pull off all the fasteners and the hood blanket comes off easy.

That's... interesting. Straight out of a Votech kid's sketchbook...also Bing? I didn't know people used that.
I'm testing the new Chromium based Edge for work, it's the default search. To be honest it's not as bad as it used to be, I'd say 90% of the time I find what I'm looking for.

Removing the heat shield or whatever you want to call it is a matter of pulling a bunch of plastic push clips holding it in place. Super easy. I doubt you can paint it. It's a very mush material. What I think you've seen is people who have a custom panel cut and then that is painted. But I would very surprised to hear they're painting the original thing itself.
