Depends on if it is an intersection with a metered light or just one with signs. If it's a metered light and there's witnesses, then the offender who blew the light will be cited and be responsible for the cause of the accident..

Essentially, if at a metered intersection you had the green light, there really shouldn't be the possibility of you t-boning anyone unless you went off course OR the other driver went through their red.

The other varying factor is your state laws... some states have a "you have to be in control of your vehicle at all times" ideology even if it's a metered intersection with traffic signals; if the light turns green, doesn't mean it's always 100% safe to "go"...

If folks are constantly blowing a specific red light in your area where you feel it's putting you and others at risk, definitely call the local PD and tell them they need to set up some guys over there. Tell them to put unmarked units there. Once the public sees they're cracking down and won't know "when" the area is being watched with unmarked units, the message will get through.

When I was teenager, I was rolling up to a red light and it turned green as I neared the inspection. So I got on the gas and t-boned and pickup running the red light. He was at fault and no one was hurt, but now I always make sure that traffic has stopped before I go. It saved my a few years ago. I was sitting at light waiting to pull out on a 4 lane highway. My light turned green and I saw a tractor trailer that was not going to stop. Had I gassed it on green, I’d of been t-boned in the driver side by a tractor trailer going 65mph.

Redlights are setup by idiots. Before the light's red bulb is lit up fully the other light is already turning green. I think the whole intersection should stay red for 4-5 seconds before turning green
They did that in NYC and the reality is it SUCKS. You have pedestrians staring at drivers and then the light and then their don’t walk signal like wtf no one is moving for a good 5-10 seconds.

Yeah cause everyone is impatient and in a hurry. People would rather take a chance on being a witness/victim of a deadly crash than wait a few more seconds. The driving here is very bad from march till august. Its people headed to the beach and they are afraid its going to be gone if they dont get there fast. I know of about 10 people killed in the last few weeks. Half of them under the age of 10. All of them killed by someone headed to the beach and the car was passing in double yellow line places such as a curve. People are stupid. I was on a dump truck last week. Cruise set on 62 in a 55mph zone (running with traffic flow). Got past 3 times all in double yellow line curves!
