32 are at Penske, don't know where they are sitting, inside or outside Penske, hopefully inside.
3 have been received-In Production, this usually means they had been released for shipment and then pulled back into production for an inspection, so they may be inside or outside.
That leaves 59 that are probably sitting outside.
So who actually loads the cars onto railcars/transports, Ford employees or shipping co. employees? My dealers regional rep said on 4/16:

Yes I received an update last night from the logistics team. UPS again confirmed that the unit is marked hot and is on the next transport out; they are working to fill the carrier. With volume being low they are estimating that carrier should be full and moving by the beginning of May.

This makes it sound like it is Ford staff, since shipping came to a halt when they shut down. 59 Mustangs plus Continentals sitting around should make a trainload that could have been shipped.

They can mark the car Hot and if there is no one there to load it into a railcar or on a trailer, Hot means nothing, it is just another word used to make the customer feel better about the situation.

There are only 18 GT500's that have been released for shipment and only one of those has been received for shipment by a shipper, there is also an unknown amount of GT350's, other mustangs and Lincoln Continentals waiting to get shipped out. For all I know there could be over a 1000 cars waiting to be shipped. I only know about the GT500's and they aren't moving, everything else is beyond my sight.

Once the cars are released for shipment, they get driven across the street to the lot where they park the cars. From what I understand, which isn't very up to date, there is one company, AutoPort LTD, that coordinates with Canadian National Railways (CTX) for railcar shipments and another company, United Road Services, that coordinates with the trucking companies for convoy shipments. After it leaves the plant for shipment, Fords involvement is strictly as a customer, unless something happens along the route that requires their involvement.

I think that shipping cars is not very high on the essential job list or if it even made the list.

This is a picture of the parking lot where the car sit until they are shipped. This was taken 04/11/2015, but it does give you an idea of how many cars there may be at any one time.

Snoopy, I expanded your photo on my computer screen to where I can just see individual cars. I don't see any dark cars w/ white stripes or light cars w/ dark stripes. I thought I would see a few 350s or 500s sprinkled in the bunch. Do you have better resolution on the original image?

If you use Google Earth, go to 22400 Vreeland Rd, Woodhaven, MI. you will see the shipping lot usually referred to as Ramp 51.

This is a picture taken 04/23/2019. if you use Google Earth you will be able to zoom in a little closer.
