Passenger side fuel pickup not working?

Can someone explain how our fuel tank works? How is fuel supposed to make it from the passenger side of the tank to the drivers side? I see there is a tube that runs from the passenger side to the hat with the pumps on the drivers side, so I am assuming fuel is supposed to travel through there. However, I emptied my tank as much as I could until I could hear the pump begin to suck air, popped out the hats on both sides, and the drivers side was bone dry but the passenger side still had a ton of fuel left in it. Is there some kind of a check valve in the piece of tubing that runs between? Any tips on where to start?

The reason I am asking is because I cannot run too much below a quarter of a tank without completely running out of fuel. I installed a fuel system a while back, is there anything I coulda screwed up?

Check the road course section of the forum. 1/4 tank and left hand turns = run out of gas. Unfortunately normal

That's because the fuel sloshes to the passenger side of the tank. I've experienced that as well, but what I'm talking about here is where the car is stationary. Not even running in fact. The pump will suck air with about half of the passenger side full of fuel. It simply isn't pulling anything from the passenger side at all it seems.
