Easy peasy. Super glue the washer to the head of the bolt. Take a 11mm stubby wrench and wiggle in, when you feel the hold push up. With your right hand go in from the side and hold the bolt in place while you remove the wrench. The super glued washer gives you lots of surface to start the bolt in.
