Oil Level

I'm checking the oil with the dip stick and it comes up to about the fill line and then stops, then continues further up the dip stick, I've cleaned it multiple times and it keeps happening. I'm just curious is that because oil is stuck to the side of the dip stick? You can see in the pic below that it looks like it goes to about the fill line and then you can see on the curved part to the right that it has oil on it too just not as much. I just want to make sure my car isn't over filled with oil and has enough.

anywhere in the XXXX area is just fine. I personally like mine closer to the middle.

You need to add some oil.
I normally check oil when cold so all the oil would drain back down .
