OEM License Plate Bracket Removal

I'm trying to install some stripes from Big Worm and I need to remove the front license plate bracket. I know the bolts holding the bracket on have to be removed from the inside of the bumper, but does anyone know how to access those bolts? Through one of the grills or from underneath the bumper? I already tried through the top.

I have the same question? Has anyone removed the front plate bracket? I have bumper plugs on order.

I thought they were screwed in from the front by the dealer.

It has some weird concave smooth nut that doesn't unscrew with the tip of a bolt/threads protruding through it. Nothing to grip to turn/remove.
