I found a chin splitter that I like the looks of, nothing to crazy just a factory replacement that is a litttle bolder than the stock one. (MP Concepts) but it is listed as W/O performance pack. Can someone tell me what the difference is on the splitter, and will it work on a PP1 car?

The only difference is the cover plate that goes underneath covering the area behind the bumper (aka splash shield or belly pan). The performance pack cars have a more complete coverage piece that extends across both sides. The regular one has gaps on the sides.

I think some of the bolts attach to the lip spoiler, so you might not have all the attach points you need, or this piece might also interfere where the larger Perf Pack belly pan extends further.

Edit: reading some of the reviews it does say you would have to modify the PP1 belly pan to fit properly, but it can be done.
