I am not sure it is the same with all, as I was just talking to Adam about this.
I was always informed that the launch control and other features could only be used with a performance package car as you would have to put the car into "track mode".
Well, I have a 16' EBM performance package and all I can do is put into sport mode.
As far as I know, for manual transmissions, put the car in 1st, disable advanced track, clutch in- the "burnout button" is the cruise control "off"- hold this button and it should work.
I believe it is same for autos- but you have to have in manual or sport mode- not 100% on this.

Nah man I have a base Model just put it in 1st gear and mash the throttle it will 2 step. Make sure cruise control is off, I haven't thoroughly tested it but a few times I believe I tried it with cruise on and it redline
