Minimum Wheel Size for EB with PP

What's the smallest rim that will clear the stock EB PP Auto brake package?

I'm looking for the smallest rim size in something narrower than stock that I can still find a Nokian Hakkapeliitta R with the same (or close) tire OD as the stock size.

I hope to find something reasonably inexpensive as Big rims with tiny sidewalls don't really help in winter and when the freeze thaw cycle hits big tire and tiny rim helps nicely to reduce pothole damage.

I'm also curious if there's anything that would work as a spare tire or not too.

Offset / Backspacing

Are there any particular offset or backspacing that should be avoided in the 17 inch size, or is it likely that anything available would work fine?

Depends on the design and width of the wheel.
