Greetings,
Santa brought a GT 350 spoiler for my 2016 GT. I'd like to install soon as it's a direct fit replacement for the factory small spoiler. The replacement mount is a mix of bolts and double sided tape. My question, as it's been cold lately, is there a minimum safe temp to do this type of install?

I agree. But surface temp of metal needs to be at least 60 degrees. Warmer the better and clean the surface until your finger squeaks rubbing across the surface. Then, clean it again!

I apologize for thread jacking a bit here But I recently picked up a GT350 Track Pack Spoiler (used). It will need new 3M tape obviously. Any tapes you guys would recommend using?

You'd want VHB tape. Regular double sided won't hold as well/long.

3M 5952 VHB. Clean the surface with a couple drops of Dawn dishsoap in water to remove any wax. Follow up with isporopyl alcohol, diluting about 10% to water. You will definitely want the car surface warm.
