Losing boost when cold outside???

So has anyone experience boost pressure dropping to 20 psi when its under say like 45 degrees outside??
My car is programmed and normally pushes close to 24 psi but since the temps have dropped the boost levels go down to an even 20 psi.
once the temps (outside/ambient) go back up to warmer temps, it goes up and reads 24 psi again. Atleast that's what my stock PP boost guage on my dash says.
Anyone else? thoughts? maybe part of the PCM programming due to cold weather??

Is it stock or tuned? The stock tune will vary boost to achieve targets. Colder, denser air will require less boost to achieve such targets.

Most tuners don't adjust certain tables that revolve around charge air temperature and ambient temperature. There are compensations in place, so when the temperature drops so does wastegate command which results in lower boost. It can be changed with a tune if you would like however most of the time as temps drop boost drops and timing increases.

So should that be something I worry about?
Obviously I'm not getting 4 psi of boost when it's cold, but will the boost drop/timing increase be about the same if I raise the boost and most likely the timing drops cause of it?
My tuner is fairly new in tuning ecoboost by his own admittance and dude is cool as all hell, I've been going to him for over 10 years on my 5.0's and modified engines but maybe on these ecoboost I should be looking elsewhere..
And by the way, he is currently using sct X4 on my car.
