there is no definitive proof the 19-20's have better (ie, less) oil consumption. it's all hearsay. my 18R never had a single drop of oil. never had to add a single drop between annual oil changes. always between the hash marks when checking the dip stick. mine was a late 18 build so it had the upgraded ring packs but regardless plenty of non oil consuming 16s and 17s and 18s out there and many 19s and 20s with oil consumption too. i've never chimed in on this but finally had to. rant over.
I can confirm the same with my 18R (93xx miles). 2018 April build. Last time it saw the dealer was when I drove it off the lot 3 years ago. I change my own oil and and there have been zero warranty issues. Great car.
However, I hear what you're saying about plenty of 16-17's not using oil but I personally, would be a little apprehensive to buy an 18 built in 17. Don't think the new piston ring pack changes were in effect early on.

While I have read about 16/17s not consuming oil in some cars, I dont think I have read 19/20s that consume oil.
I think you could say for model years 18.5 thru 20, oil consumption is not the thing it was in years prior.

Does the 2019s have all other upgrades (Bang and Olufsen, the CF trim, GT500 bottom end?). What is different between 2020 and 2019? Just the steering rack?

The front spindle is different too - they used the one from the GT500 on the 20 R only.... and basically color.

Ok so the only thing 20s have is the front spindle/steering rack, all other upgrades exist in 19s.
Pretty sure only changes to the '20R were the steering "Knuckle" change similar to
the knuckle on the GT500's and a 5K increase in MSRP from 2019, plus a few color
changes.
