Yes the holes are through. Might be a new version? It’s OEM from Levittown.
Could very well be. What is the part #?

Never mind. I think Levittown might have used the wrong pic? This was from Amazon.

Never mind #2.

BU5Z-9C268-A No holes
BU5Z-9C268-B. Has holes

Maybe

Have you not filled your tank? 😄

In all fairness, some vehicles in the Ford lineup do have locking filler flaps. The Mondeo/Fusion, for instance. So it's easy to assume that all do.
Especially when a lot of the mid to upper priced non Fords do.

Well, I never tried to open the gas door while it's locked just to open the gas door, but I've had it pop open numerous times while washing the locked car.

It surprised me the first time. My BMW's cap used to lock if the car was locked and I expected the Mustang to do the same.

I don't know how well it's made in the BMW, but the mechanism of the Mondeo is made of plastic, and sooner or later it breaks. You can be lucky and have it break unlocked, in which case you might never even find out it's broken, or you can be unlucky and pull up to a gas pump only to discover that you can't open the flap anymore - in which case some dismantling will be necessary to reach the locking mechanism from behind and to push the pin with a screwdriver or something. Not the end of the world, of course, but awfully annoying.
Personally, given that the risk of someone sucking the gas out of my tank through the filler neck is practically nil, I'd rather not have the locking pin. Too little, if any, benefit if it works, major annoyance if it doesn't.
