JB Weld is loose....remove it or patch over it?

A few years back I used JB Weld epoxy/putty on my wife's 06 Legacy at the Y joint of her exhaust to patch a leak. It's worked beautifully. However, while driving it today I heard what I thought was a leak in the exhaust. So I looked over everything and the issue is that the patch I did on the interior of the Y is still there, still hard as a rock, but it's loose. Do I chisel it out and redo everything, or can I just put a layer over it to fix the leak/looseness?

Get it out and start fresh. This time if possible rough up the metal with a file. If you leave it and put more over it, I have a feeling you will be redoing it in another year.

Shop around for a good welder, sometimes they'll be good sports about it and you can get him to spot weld it for less than $20.
