i was checking my charge pipes today, and notice that this one hose came loose by hand pretty easily, is it the pcv hose? is it normal for it to be loose like that?

Ok. But is that tube the PVC hose? Is that what im looking at here. I understand the white ring is a locking mechanismThe first picture, the white slider on the piece that fits on the smaller tube is the latching mechanism. It is in the unlock position. if you push it in firmly, the slider will close with a click moving clockwise.
It is the PCV valve, but I do not know about replacing it. You would have to trace it to the other end and remove it to see the hose is part of the valve.

Until you remove the hose, you do not know what are the issues. If the connector is bad, it has to be pulled anyway. If it is just full of crud, or something fixable, it should not be any issue to reinstall. The hose should be fairly short, with the same press on connectors at both ends. In the old days, they were just a ball check valve that was easy to test.
