I have a base 16’ Mustang GT. I have found an 18’ premium cluster gauge that I am wanting to get installed. Could I take it to a dealership and have them install and program it?

It couldn't hurt to ask.
But honestly I doubt they will be interested in helping.
My guess is they will cite liability concerns.
If you really want it consider doing it yourself.
Lots of people have done that themselves and there are a ton of youtube videos and some very extensive threads on this site with people who have done it.

Dealership won't touch it - too much of a liability because it's a part or parts that were not originally part of the "As Built" for that vehicle.
This is why the S650 has been designed to now cut back on or stop owners from swapping in non-As Built components. It's been said by Ford if an Owner tries to tamper with the current PCM it could result in the PCM shutting down other modules as well.
Ford had also put out prior GSB/SSM's to their Dealer Network notifying them if a non-As Built module is found to be integrated into a vehicle in for Warranty Service the owner is responsible for costs out of pocket IF that add-on module is associated to a repair. I've posted the docs several times on here.
