In most states they cant legally hold your money. Call the state attorneys office and let them know what is going on. They will release it soon after that.

The dealer is just pissed that they are losing out on a large commission because its at a completely different dealership now. Really sucks you backed out so late in the process though but that is what the car dealership world knows what can and does happen in a lot of cases.

If they're holding your deposit back on purpose then make sure you get the full amount refunded. If there was a friendly dialogue about you paying for the return shipping and then having the balance refunded back to you then no problem, give them some money. But at this point it sounds like all the good will has evaporated so you don't owe them anything. Btw what made you change your mind and what direction are you leaning towards?

Just saw the updates after I posted. 9k from the receiving dealership means 15-20 markup to the customer. I hope nobody buys it. Anyway glad to hear your fiasco is over with. Onto the next caper.
