How do you post a picture without a link?

How do you post pictures from you computer? When ever I click on the "picture" icon on the task bar it asks for a link. I don't have access to a server I can download and create a lnk.

Any other way?

Bonus question..
While I have your attention, One last thing... I can see the threads I created by clicking on my icon BUT, I use to be able to see the last date someone posted, how many posted in it, who was the last person who posted....etc. Now, its just a list with none of this info.

Any help would be appreciated !
