So...if I have a 20 x 9 x 25mm ET wheel and I want to move it "closer to the centerline of the car" am I looking for an ET greater then or less then 25mm?

Greater than. Positive offset means that the hub face is XX mm outboard of the center of the wheel. For a 9" wheel, a +30 is about where you want to be for just under flush fitment.
