First, they're custom plates from https://www.platecreator.com made with the California Flag and state code in lieu of the EU symbol/country code and have the same plate number as my actual plates.how are those plates legal? are those the special CA 'vintage' plates or whatever?
The short answer is that they are not. Per California code, I will need to display the state-issued plates on the front and rear.
The long answer... I do not have my state registration paperwork yet and technically I do not need to have plates on the car for 6 months after purchase (also known as the "Steve Jobs Loophole"). When I do get my paperwork, I will put the state-issued plates on the rear and the EU-style plate I will keep on hand for shows and photo shoots only. I will continue to use the euro-style plate on the front as I have for the past 7 years and 4 vehicles. The front plate in California is so rarely enforced (similar to tint on the front-side windows) that many people take it as an accepted risk (and by and large most locales won't bother you for it if you follow the universal "don't be a dick" policy)
