That push on starlock fastener has replaced the nut, that's why they haven't fitted one.

Defo a missing nut. All the videos I have seen of the latch have a nut where you have highlighted. Since it also has a washer which is intended for grip and als bites into the paint. The lack of the bite mark indicates one was never installed.
