factory catalytic converters

Does anyone know the difference between catalytic converter part numbers jr3z-5g232-a and jr3z-5g232-b? They are both listed as being for a 2018 Mustang GT built before 12/4/17 (my production date shows 11/17), but one is "federal emissions" and the other is "state emissions". The one real difference I'm seeing is the price. The federal emissions part is substantially higher. I'm in a state where testing isn't done, so all I'm really worried about is that the CEL doesn't come on. Also, there is different part number for the right one if the car was built 12/4/17 or later. They are WAY more expensive (like double the price). Anyone have any insight on any of this?
